Noone appears to know the status for translations for Leap. I assume the languages translated for SLE12sp1 by paid translators (including Hungarian afaict) will have localization at least pretty well covered except for maybe desktop files. See https://i18n.opensuse.org/stats/SLE12-SP1/toplist.php For other languages (e.g. my language DA) there's complete confusion. Possibly I could have translated the SLE12sp1 branch. But there was never any "official" response if that process would work and be accepted, and what the deadlines would be etc. If there weren't enough resources to care about Leap localization before the release, which might be understandable.
