The changelog of the last two releases indicates that the test suite failure might be fixed upstream. However it is unclear how to submit an update to Factory:
- The devel project link for git-annex leads to devel:languages:haskell/git-annex, but a look at the history shows that only automated haskell stack updates go through that one. - The source comes from a read-only clone of the upstream sources on https://github.com/opensuse-haskell/git-annex which is currently at a state from last November.
What's the advantage of such a setup compared to using a _service with obs_scm pointing to the correct upstream sources at git://git-annex.branchable.com/ ? That way any contributor could submit a fix.

There was no reaction for a fix in devel:languages:haskell so far [1], so I submitted the package to devel:tools:scm [2]. https://build.opensuse.org/request/show/947556 https://build.opensuse.org/request/show/949757 I am personally using it for my private AWS Glacier backups, so I would really like to keep it in Tumbleweed. - Ben
