Well, since Tumbleweed is for stable software only, it has to be taboo as long as NM 0.9 is still in pre-release state.
No, there's no such "rule" as long as the package maintainer feels it is acceptable to be in.
As a side note: NM 0.8.4 was released the day before yesterday as final version. That could be put into Tumbleweed IMO.
