First one must remember that's what's necessary after not needing remote login for several months or more. It's a tail wagging the dog.
It's not really too difficult - when you try to ssh to a system and the key has been re-generated, you're warned and given the file name and the line-number. Then it's only a couple of keystrokes.
ssh-keygen -R <hostname>
A network install to me involves ssh - I virtually always install over the network, but very rarely with physical access. When you install via ssh, ssh is automatically enabled when you're done.
But that's a very special form of "network installation".
