Looks like we came to 3) but didn't continue. Since the problem seems to be important to you and noone else stepped up, feel free to go ahead with 4). I made good experience with filing one tracker bug for $myself that explains what needs to be done and why. Then file bugs for each package that block the tracker bug. Bugzilla tree view gives a good overview of progress then.
