In this particular case: No. Because a system could have a completely different sudoers file not using wheel group at all. E.g. On systems with fairly high security requirements you want to remove the wheel group often abused for privileged side access.
I don't quite understand why use "Recommends" if the dependency is necessary for a program to function properly. There is a huge difference between a dependency to make a program work or an optional dependency to make a an optional default config work (like default sudoers file).
