Of cause the packages can be built locally, I do that all the time using the build script. Somehow you just seem angry because it doesn't work the way you want it to do.
Besides the fact that they don't easily install and did not install under 11.4 and have not installed under 12.1.
You mean which packages? The ones mentioned in your fist mail in this thread? Not all spec files are GPL but rather the license of the package they belong to. Secondly, building with rpmbuild needs not to be supported in order to fullfill the GPL and neither does naming all dependencies. And every package I've yet to come accross was buildable, including gcc, glibc, boost and a few other heavyweights.
