Not only. Because for me it is often quite interesting when the last "real" change to a file was made -> ctime.
You probably mean mtime unless you are interested in the last chmod or chown.
the time "ls -l" shows me :-) Anyway, I hope the point was clear: unnecessary changes are bad, not (only) because of write cycles or performance, but because of auditing.
