The target has always been to deliver the best and most functionlity to our users and this unfortunately means that we have to cover every single optional requirement for each and every package. (At least if the maintainer of that package wants that). For the KDE desktop this is the case and I am sure that the same is valid for GNOME. So the only alternatives are either to fix mono for ppc64le or to drop the mono requirement for just the ppc64le builds.
I'm in total agreement here. While I have no love for mono myself I don't see removing it as "optimization".
