Not really duplicate. libzypp is not only used by zypper, but also yast2-packagemanager iirc.

Indeed; the one in zypper.conf feels somewhat redundant, though it does not terribly bother me.
I was just looking at the source code and found two bnc's, indicating that this tuneable got introduced on purpose: #478144 and #539579 This would allow e.g. yast to use a different default, i.e. to ignore recommended packages, and zypper to install them by default. To be honest, I don't actually like this behaviour, but maybe Stephan Kulow, Michael Andres, and Jan Kupec (all participated in the listed bugzilla's) can explain if this is actually still wanted. A patch to remove the zypper.conf tuneable should be fairly easy, but we should get a common understanding about it's OK or not first. @Stephan, Michael, Jan: mind to comment?
