Fragmentation may partly be the culprit for "rpm -qa" being slow, but even after de-fragmenting the files with something like $ for f in /var/lib/rpm/[A-Z]* ; do e4defrag $f ; done the command is not much faster. The big boost is when they are already cached as Christian already demonstrated. Therefore, the culprit is the sheer number of pread(2) calls reading 4k blocks from /var/lib/rpm/Packages.
