Is there a way to debug the issue?
Set DEBUG=all in /etc/sysconfig/network/config, reboot and attach
"journalctl -b -o short-iso" output.
Either open a bug report or send it to wicked-devel@opensuse.org.
We try to "monitor" all lists, but it is hard to catch everything.
