The package requires po4a, which is part of 12.2 and Factory. My repository includes a po4a copy, which is only built/used for older distributions (11.4, 12.1) lacking po4a.
So assuming that Tumbleweed is 12.2, it should be possible to build the package.
Looks, like my old po4a package is still used/published by ODBs (http://download.opensuse.org/repositories/home:/e9925248:/grandorgue/openSUS...). OBS web interface states, that it has no binaries on Tumbleweed (https://build.opensuse.org/package/binaries?package=po4a&project=home%3Ae9925248%3Agrandorgue&repository=openSUSE_Tumbleweed) - I have deleted them a few days ago via the web interface.
