This is obviously a bug with the shutdown procedure for network file systems. AoE should not be freezing the machine and not allow it to shut down properly. It is not an enhancement to get AoE or NBD file systems to shutdown properly. That should be the normal functionality. Therefore its a bug. Perhaps its filed under the wrong OS target? It might be an 'enhancement' to get it to work in 11.1 (since its already released), but its definitely a bug in terms of functionality, and should be targeted as such.
