IIRC on various pages, IIRC it happens more often when entering a new bug or adding a comment to an existing one. (Or I was just lucky while searching and viewing bugs.)

AFAIK no, but since you already have to ask the KDE developers... ;-) That said: The correct thing is to *fix Bugzilla*! Don't even think about changing Konqueror because the only time when I've seen this message (outside bugzilla) was when a side had a really, really bad script which tried to DOS my browser. I don't want to loose this safety. Maybe my Konqueror was just shocked about the Bugzila update... The only visible change I remember since opening this bugreport is hiding the testopia menu bar. (I don't know if you did other changes.)
