Could you check whether the kernel in OBS home:tiwai:kernel:4.4 works? This contains the last 4.4.5 stable branch with radeon backports. If this works, we can exclude the backported commits, at least. It sadly does not work
Also, can you disable the discrete GPU in BIOS? There is a known issue of radeon D-GPU that prevents the PM on 4.5 kernel, so just to be sure. None is present

Could you check whether the kernel in OBS home:tiwai:kernel:4.4 works? This contains the last 4.4.5 stable branch with radeon backports. If this works, we can exclude the backported commits, at least. It sadly does not work
Oh, interesting. So, the kernel already contains a bad one, likely the backported stuff. Could you give the commit id of the last working kernel (you can see it in kernel-default package description)? Also, it'd be helpful to check whether the problem happens with the latest SLE12-SP2 kernel in IBS Devel:kernel:SLE12-SP2 repo. I tried gf8aa803 from OBS ...kernel:SLE12-SP2 (did not work), I can try this as well if it makes sense

Do you still have 4.4.3 kernel on your system? If yes, could you give the commit id? It's important to know whether it was with radeon backports or without.

Hmm, the only commit relevant to radeon (not amdgpu) is 978ccad69f8da5d24dabe3e4352acc22c82eb873 drm/radeon: Set vblank_disable_allowed = true
In anyway, I'm build a test KMP containing previous stable patches and this commit in OBS home:tiwai:bnc972465 repo. The package is being built now. Please test it later. You just need to install, make sure initrd is rebuild, reboot and retest.
