This is the result of a regression bug in Xen. I helped track down the problem, and then a couple of the Xen developers wrote the patches. Put in PCIe card that has built-in PCIe-to-PCI bridge. An example is Perle's four port PCIe serial card with RJ45 connectors. 2. Set up PCI passthrough with kernel boot parameters and domU pass through. 3. Try to start domU.
