since about kernel 4.0 I have not been able to boot a power7 machine
with OPAL/bare-metal.

I tried booting SLE11 SP4 and all SLE12 SPs SLP on a Power7 Sapphire machine and none of them booted.
What distribution are you using on the Power7 machine?
Is there any SUSE release at all that supports Power7 nv? . fyi ... SLES 12 is 'ppc64le' only and only supported on POWER8 ... ... i.e. POWER7 systems are supported with SLES 11 on 'ppc64' only and this on PowerVM only ... ... i.e. there is no baremetal support available for POWER7 ...
