IMHO syslog-ng should not open /dev/log but the forwarded socket from systemd. As I've tested this last time with the systemd service units it had worked very well. Please check it /etc/init.d/earlysyslog is enabled below /etc/init.d/*.d/ ... maybe the we should add a link /dev/null -> /lib/systemd/system/earlysyslog to stop this. Everything looks fine so far, systemd and syslog-ng are using same socket node 4225 ... but logger is unable to send anything to it and blocks in sendto...:

Syslog-ng shows no reaction on the data send to the systemd /dev/log socket, just waits in epoll:
