Hmmm ... IMHO syslog-ng should not open /dev/log but the forwarded
socket from systemd. As I've tested this last time with the systemd
service units it had worked very well.
Please check it /etc/init.d/earlysyslog is enabled below
/etc/init.d/*.d/ ... maybe the we should add a link
/dev/null -> /lib/systemd/system/earlysyslog
to stop this.
Next is that I've found a further unit file
/lib/systemd/system/syslog-ng.service
which in fact conflicts with
/lib/systemd/system/syslog.service
as this one starts depending on SYSLOG_DAEMON found in /etc/sysconfig/syslog
the system logger, e.g. syslog-ng.
