I know, because I provided the patch.

I know, but opening even more ntp bugs ain't gonna help. -- You are receiving this mail because: You are on the CC list for the bug.

what, exactly, is invalid about a pkg upgrade request? filing a bug with the pkg maintainer to politely remind/request a pkg update is a common step at b.o.o. if you don't want such communications, don't be the maintainer. -- You are receiving this mail because: You are on the CC list for the bug.

what, exactly, is invalid about a pkg upgrade request?
There is nothing invalid about an upgrade request in general, but about tis one in particular. It is the fact that there are over 30 bugs open against NTP already (mostly security issues) that are eagerly waiting for this upgrade, so that they can finally be closed. Given that I spent the better part of the last weeks and months on NTP and just didn't get to upgrade Factory yet, because the priority was on SLES and I am only working part time ATM, I feel slightly offended if someone who doesn't even bother telling me his name thinks he needs to push me about this pending upgrade.
filing a bug with the pkg maintainer to politely remind/request a pkg update is a common step at b.o.o.
It is also common practice to query Bugzilla to see if this is covered by existing bugs already before wasting people's time by opening another one. -- You are receiving this mail because: You are on the CC list for the bug.

Srsly, wtf are you prattling on about? Good luck with all your faux rage & angst ... -- You are receiving this mail because: You are on the CC list for the bug.
