Compare this with the rule at line 31ff in /lib/udev/rules.d/60-persistent-storage.rules For udev it is not possible to identify such devices with the vendor string as on both SCSI and ATAPI devices the reported vendor is not "ATA" but the real hardware/firmware vendor. The type of both SCSI and ATAPI devices is "5". But the kernel knows that sending such commands to a SCSI-2 device will not work. Are you sure it should have any "faith" here?
It will if it's an ATA device behind a USB bridge. THat's the problem: there's no real way to filter out bogus stuff without breaking other stuff.
