Please see attachment #535071 on how program code can drop capabilities to use
this for cdrtools.
The setcap(8) program is shipped in the "libcap-progs" in openSUSE, "libcap" in
other some distros like Fedora; per the manpage, the fscaps feature depends on
Linux >= 2.6.24. Without fscaps, only the classic suid bit gets the program
enough starting privileges.
Dropping privileges by way of setuid() is no longer needed if privs are dropped
by way of dropping (all) caps.
