I disagree with you on all points :)
1) We split the KDE related software in Frameworks, Plasma and Applications.
These are the three components which makes up the Plasma5 Desktop. The software
packages belonging to these components are merged in Tumbleweed and Leap. All
other software is part of KDE:Extra and is maintained by the openSUSE community
as they see fit. Also upstream the developers of the software seems it not fit
to make it part of the KDE Application releases. Therefore we have it in
KDE:Extra.
2) As also indicated the openSUSE KDE community packaging team is working on
the packages in Frameworks, Plasma and Applications. The packages in KDE:Extra
are maintained by other people within the openSUSE community. It is up to them
whether or not to forward the packages to Tumbleweed, as that making it part of
Tumbleweed comes with certain responsibilities and not everyone is happily
agreeing with them.
So that is the explanation why KDE:Extra is and will not be simply merged into
Tumbleweed.
Yes, we can do this, but then we need bugowners, maintainers, etc for all these
packages that react on bugreports, build errors, etc. If you are happy to take
these responsibilities for all the packages in KDE:Extra, then I would happily
forward them to Tumbleweed.
If not, then keep in mind that other might have the same reasons why they do
not want to have their package part of Tumbleweed
