The bug is still present with vim 7.3 and xterm 267/268 (openSUSE Factory).
The following settings:
xterm.vt100.allowTcapOps: true
xterm.keyboardType: vt220
"fix" the problem to the extent that:
1) in vim
a) <arrows> work as expected;
b) modifiers are ignored (so no jumpping by words);
2) some keys (<Home>/<End>/) do not work in shell (readline issue?).
IMHO the problem is somewhere outside of vim and xterm - on my Slackware
system, vim in xterm recognizes modifiers correctly.
