3. ALSA_CONFIG_PATH was not set, so set it to /etc/alsa-pulse.conf
(How can I make this permanent? It's now needed after every boot.)
Never mind,I found where to put it in /etc/environment
Wait, wait. $ALSA_CONFIG_PATH must have been set without any extra setup by user after running setup-pulseaudio --enable. If it's not, something is broken in a deeper level, as I already mentioned. So, revert your change in /etc/envionment, make sure that you running setup-pulseaudio check whether $ALSA_CONFIG_PATH setup appears in /etc/profile.d/*, re-login and check whether it appears in your environment. Also, you can check other variables set in /etc/profile.d/* whether they are applied.(e.g. I have $PYTHONSTARTUP).
