I have no idea what causes this problem. The lone PATA HD has >15 partitions. I first tried without hwprobe=-modules.pata, then with, but PATA was found as sda both ways. Then I tried with BrokenModules=ata_piix, which got me the PATA HD as hda, but still the same failure, even when I only selected for mounting a single partition (hda7 as /). Also I was specifying mounting by label, and manual hardware configuration.
