would you consider re-opening this bug as sane ? i'd reopen it with NEEDINFO if
completely disabling cups.socket is solution ..
i made few more investigations.
1) it seems that if cups.service is disabled, it is started anyway just by
cups.socket (when something tries to access it), is it expectable bahaviour:
# systemctl list-unit-files | grep cups
cups.path disabled
cups.service disabled
cups.socket enabled
# systemctl status cups.service
cups.service - CUPS Printing Service
Loaded: loaded (/usr/lib/systemd/system/cups.service; disabled)
Active: active (running) since Fri 2014-01-24 15:38:29 CET; 1min 2s ago
Main PID: 18650 (cupsd)
CGroup: /system.slice/cups.service

2) in the light of my point #1 cups.socket and cups.service should have
negative dependency, so if runs one, second must be stopped ..
what do you think specifically about my point #2 ? it sounds to me sane .. You
EITHER have cups.service running OR cups.socket starting cupsd under hood on
demand ..
