This is because the uninstall scripts of the prior installed version of the xen-tools RPM (4.3.0_09-269.2) runs on the upgrade to the newer version. The prior version removes the links. The new one will not unless the xen-tools RPM is completely removed from the system. We can't do anything about rpm running the old installed versions of the uninstall scripts unless you pass '--nopreun --nopostun' to the xen-tools RPM.
