OK, it seems there is some confusion, so I try again:
- There are syslog-service [, syslogd] and also rsyslog packages in
the home:mtomaschewski:branches:openSUSE:12.1:Update:Test repo.
- The /etc/rsyslog.early.conf is installed but just to catch update.
It will be not used any more [after reboot under systemd; gererator].
It is marked obsolete:

- rsyslog is always started using /etc/rsyslog.conf [includes remote.conf].
- when any kind of remote logging is in use, the admin has to enable
on-disk queues _anyway_ [... or has to live with some messages that
will be not sent to log host e.g. when the network gets stopped or
is not yet started].
Not enabling on-disk queues with any kind of remote logging is a
configuration problem made by the admin, not a bug.
The /etc/rsyslog.conf and /etc/rsyslog.d/remote.conf contain an
explicit notes:

## === When you're using remote logging, enable on-disk queues ===
## === in rsyslog.d/remote.conf. When neccesary also set the ===
## === SYSLOG_REQUIRES_NETWORK=yes in /etc/sysconfig/syslog. ===

to enable on-disk queues for remote logging.
This is explained very well in rsyslog documentation too.
- rsyslog does not need network to start with enabled logging to remote
log host because it is smart enough: it writes them to on-disk queues
and sends them later.
- rsyslog is started early/before network by default. This default is
configurable via SYSLOG_REQUIRES_NETWORK=yes in /etc/sysconfig/syslog
to catch special cases, like log servers using bind to a specific IP
address, and start it after network.
- Detection of remote logging isn't reliable [without to follow the
include globs, ...] and we'll not even try to detect it any more.
=> IMO fixed.
