Thanks for the report, but I'm sorry to say that this header file was never
supposed to be exported and still isn't by the kernel; the package should
define everything the neccessary inside instead of relying on the kernel and
particular version of the kernel headers. Moreover, the PCI IDs are not any
part of the Kernel-Userspace interface, which is what the kernel headers are
intended for.
Thus, I'm afraid the package has to be fixed instead; alternatively, you can
try to raise the case at the LKML - the kernel package has primary
responsibility on which header files will be sanitized and exported to
/usr/include.
