The /etc/adjtime is only created if and only if CMOS clock runs in UTC.
For your problem please simply remove the left over /etc/adjtime and set
SYSTOHC in /etc/sysconfig/clock to "no" then the System Time is never
used to set the HW CMOS clock.
Please if you find any other program around which might create an
/etc/adjtime then reopen this bug.
