after doing many debug traces (including on Fedora 18 which shows the same
behavior), it looks like the issue isn't in systemd-vconsole-setup but in
setfont itself:
just running "setfont -C /dev/tty0 -u lat9w-16.psfu -m trivial" during boot
(just copy /usr/lib/systemd/system/systemd-vconsole-setup.service to
/etc/systemd/system/ and replace the ExecStart line content with the one I
give) breaks serial console.
So, it looks like an issue in setfont or the kernel (but I'm not a specialist).
Some folks on systemd irc channel suggested the issue was more with the
terminal emulator handling the serial console.
