NAME 'enp0s25' /usr/lib/udev/rules.d/80-net-setup-link.rules:13 changing net interface name from 'cable' to 'enp0s25'
... lead me to believe it wants to change the name to enp0s25, which is really happening if I boot without net.ifnames=0
It will do it in NAME is empty. There is no indication in logs that it had been set. Now rules in /etc/udev/rules.d/70-persistent-net.rules have KERNEL=="eth*" ... and interface had already been renamed before. So KERNEL is actually "cable" DEVPATH=/devices/pci0000:00/0000:00:19.0/net/cable INTERFACE=cable Could you please delete KERNEL and retest? I have to think about how to add proper condition here. Now in the long run the problem will go away - kernel will add hints that interface had already been renamed and rules can just check it.
