When quota reports a smaller size than the file is it is probably due to
"holes" in the file. You can confirm this with "ls -ls" which reports the
amount of space allocated (in a new column at the start of each line) and the
index just beyond the last byte in the file (normal 'size' value).
NFS will not always write blocks in the order you would expect. If it writes
the last block while the user is still under quota, then writes the earlier
blocks some of those writes could fail leaving the total allocate space small
while the index-of-last-byte is still large.
If this explanation is correct, then it looks like the new kernel - 10-0 - is
working correctly.(?)
