More info: on one of my machines this was caused by an entry in fstab for a USB
drive that was no longer there (this was an upgrade install). After deleting
that line, the configure step of the install was able to run. There are
separate bug reports on this: 726926 and 726791.
So the message about ifup-sysctl was merely the last error message before the
emergency mode, and not the real cause. I guess this is what Andreas meant by
"confusing". Resolving that would be good. Having a message about a bad fstab
would be even better.
As for my other machine, I still don't know the cause. It was a clean install.
It does use a software RAID configuration of the partitions, so maybe it's
related to fstab too. I'm still looking into it...
