Another observation. Having upgraded my old Dell Precision 370 from openSUSE 10.2 to 10.3, I replaced the harddrive in the DC7700 with the harddrive from the Dell Precision, and powered on the DC7700. The system booted without having to specify any of the above-mentioned kernel parameters.
This, I guess, concerns i386 kernel, which has not had the problem at all. I read an interesting discussion in linux-kernel archive ("PCI MMCONFIG: add validation against ACPI motherboardresources"), and now I am quite convinced that this problem is related to some features of mmconfig implemented in kernel version 2.6.22 or so and occurring in x86_64 arch. So maybe we'll have to wait for answers from the great linux-kernel people, unless it is somehow possible to change configuration of the kernel locally for openSUSE with this respect.
