Note that repositories are not necessarily "fast-changing" by
definition. Even buildservice repositories may not be rebuilt for 12
months, simply because there are no source check-ins. I don't think a
special tag is needed - I think that would make things unnecessarily
complex. YaST could simply re-check metadata uptodate-ness in case of
problems (with should require only a single request on the signature
file), and thereby notice itself that the repo has changed meanwhile.
If the repo is inconsistent and the metadata hasn't been updated yet,
the refresh will be hopeless anyway.
