This looks more like timing issue. The 70-persistent-net.rules should be
applied first then the other rule which makes the rename to predictable names.
udev gets started twice, once in the initrd and then in the normal system (that
is not a problem). What looks like a problem is the fact that in the normal
system the network devices is not renamed by 70-pesistent-net.rules.
Can you run: udevadm test /sys/class/net/<interface name> and attach the output
to the bug?
