I think your expectation is exaggerated regarding
what a package maintainer can know and what he can do
for a package that supports more than 2000 HP devices
(see http://hplipopensource.com/hplip-web/index.html).
Usually I do not notice whether or not the various hp-* tools
in HPLIP work because I do not work like normal users do
(I do not run a desktop, I run plain X plus a window manager).
Usually I do not use any hp-* tool (except sometimes hp-setup
to set up my HP LaserJet 1020 because it needs a plugin from HP).
I can only do a few smoke tests whether or not plain printing
and plain scanning via command line tools works
usually only on my HP LaserJet 1220 PostScript+PCL USB printer
and sometimes on my HP LaserJet 1020 ZjStream USB printer
but I neither test inkjet printers nor network/wifi printers
because I do not have the time for anything more.

Bottom line:
I cannot decide about the risk on my own.
Only plenty of testing and feedback by various openSUSE users
with various kind of printers and all-in-one devices would help
that the maintenance team could decide about the risk which means
in the end that the openSUSE community decides about the risk.
