Although this makes sense if nothing should be changed in terms of installed packages, it doesn't make sense if there are changes in terms of packages marked never to be installed. If someone marks or demarks a package to never be installed (Taboo), and doesn't select any other changes, YaST will simply close thereafter without prompting if the user wants to continue making changes.
