Indeed, some get payed and some not. And you are the maintainer of the package,
aren't you? If you do not feel competent enough to decide on the packages you
maintain, leave the decision to upstream and the users and just ship every
bugfix release.
12.2 shipped/ships a buggy hplip package. You do not get any more testing than
for a new release hence that

is bogus or at least as useful regarding the result of supplying a working
packages as just shipping every upstream release as official update.
Only that with the former the user is stuck with whatever was shipped and
downstream, i.e. the maintainer, thinks to be "best". Whereas with the latter
users can profit from upstream work and revert to older versions if some
serious regression needs fixing until the next release.
