It's not clear that this change was intentional. It looks like it's the result of a change in how dhcpcd interprets its arguments that happened in version 3.1.0. Up to version 3.1.0, "dhcpcd -H" would set short host name. With version 3.1.0, "dhcpcd -H" started setting the FQDN, and "dhcpcd -HH" gives the original behavior (short host name).
