I've been bitten by this bug as well, and during an insomniac night I've
managed to solve it.
The answers came mainly from:

Opensuse kernel 2.6.31 has been conigured with crypto stuff as modules, and
mkinitrd fails to include module cryptomgr
I've followed this steps to solve:
1 - start with a rescue cd or similar (I've used the net install cd for
milestone 7)
2 - mount all necessary filesystems by hand
3 - chroot in the system
4 - edit /etc/sysconfig/kernel and add cryptomgr to mkinitrd modules
5 - run mkinitrd
6 - umount & sync & reboot
on reboot the problem is fixed! (I hope not just for me!)
Now I'm starting with a fresh install to check this procedure works in a
reproducible way.
