I assume your HP Officejet 6210 is directly connected via USB
to the computer and it is switched on while you run "lsusb".
As long as the HP Officejet 6210 is not shown by "lsusb"
the device is not recognized by the USB system of the kernel
so that nothing at all will work with this device.
Therefore it seems you have a lower-level USB issue.
As root run
dmesg | grep -i usb
to get the kernel's messages regarding "usb" and inspect them
for errors or other suscpicious stuff which might indicate
what the root cause is why the kernel cannot recognize it.
