Adding:
<pattern>yast2_basis</pattern>
to the pattern selection fixes the problem.
IMO yast2-bootloader package or yast2_basis pattern must be part of the base
selection (or require or whatever can be done in the patterns config file)

I cannot say whether all works fine now as after successful reboot I went into
the next (unrelated) bug:
