Unfortunately, that is not the case.
The patch *does* address the problem. Your test environment does not,
apparently, support STARTTLS or you are using 6.3.5-23.2. The patch fixes
behavior wherein the code would *erroneously* set sslproto to '' regardless of
the user's settings. An unpatched 6.3.5 would show this problem.
The bug should be fixed, however. In the changelog I see:

Berlios#10133).
and the issue repaired is the second one.
This is just here to correct two issues:
1. the patch *does* address the problem
2. Saying "6.3.5" works is insufficient without including the full release
number, as there have been more than *23* releases of 6.3.5, and only the last
one includes a repair for the issue.
