It also important to know that the laptop hardlocks every time during shutdown, no matter what boot option This definitely is something else. Could be related to bug #299882, could also be a BIOS problem. Searching and updating to the latest BIOS is a good idea. If you still see this then you should open another bug report for that issue.
Can you try and only add the nolapic_timer boot parameter. If it's this, I think we have it (and the machine proably need to get into a blacklist there). If not: Can you boot an x86_64 system and check whether C-state are used properly: (If you don't want to fully install it: Not sure whether the processor module is integrated into the rescue system, it is in the install system, you can switch there to a console with FX not sure which console it is maybe F2). Maybe easiest is if you do a short x86_64 installation into a small partition or however you want to have it -> this could still be useful later.
