Usually Linux doesn't power down the network card explicitely, because of Wake
On Lan features, it also depends on the driver and maybe the BIOS settings.
You can try to enable Wake On Lan in the Windows XP driver, then it has to
handle already powered up NIC.
I do not think that this is a bug on the Linux side.
