Might be that the hwclock setup is too late in 10.3.
This is one of the things that has changed in 11.0 (thats why I asked to check
if this happens on 11.0)
boot.clock runs now before boot.localfs. In 10.3 boot.clock ran after
boot.localfs which could lead to problems.
You could check if it helps to change the boot order sequence in
/etc/init.d/boot.clock:
Remove the line
# Should-Start: boot.localfs
and replace it with the line
# X-Start-Before: boot.localfs
then run insserv boot.clock again.
